Functionality: Both blinds and curtains have the same functionality behind them, which is light control and privacy. Curtains block are known to shut out light, as well as stop those walking by from peering through your home. Curtains add an extra dimension as they are decorative, which can allow you to shine a controlled amount of light and still block out the view from the outside. Whether you choose thick curtains, or lightweight, they can all be adjusted to your needs, but are no longer beneficial once they are wide open. Sheer curtains are normally combined in order to get the benefits once curtains are closed and open.
Proportion and Balance - Take into account issues such as size, shape and visual weight. A lightweight set of curtains in a dark color, for example, can appear to be very heavy. And beautifully pleated drapes can come off as “just not enough” if they fit too tightly to the windows. Seeing your room as blocks of color will help to provide balance and proportion.
Do you want your curtain rod exposed or hidden by the curtains? If it's exposed it should match the room's style and d'(c)cor, so look around the room to figure that out. (A lot of you don't have to do that; you just know your style. But there are others....)
